IL SILENZIO DEI… COLPEVOLI !

Ci sono notizie, fatti ed episodi che quando non piacciono o sono ritenuti dannosi per una certa parte politica i media tutti, irresponsabilmente e colpevolmente, omettono di pubblicarle, vizio occulto delle Tv  di stato e di quelle private, le cosiddette Tv commerciali, il silenzio dovuto è sinonimo di obbedienza ai poteri forti della finanza, e all’ovvia convenienza, e ai legami alla politica, media che in “teoria si dichiarano neutri” ma che nella pratica fanno vera e propria becera politica d’opportunismo, schierandosi palesamene da una certa parte politica ben colorata al rosso… È chiaro che il mio disappunto per tale informazione è enorme e sdegnoso,  come assidue sono le mie denunce sull’operato vergognoso della stampa europea, un modus operandi farlocco, già… un’informazione costruita ad arte per disinformare i cittadini europei ad allontanarli dai problemi di incapacità accertata e conclamata della commissione europea, incompetenti a governare e gestire la crisi pandemica, classe dirigente priva di conoscenze alla contrattualistica e alle clausole vessatorie, errori banali e puerili, confermati dagli stessi componenti della commissione europea recitando il “mea culpa”, mentre migliaia di cittadini europei muoiono ogni giorno… ad oggi sono oltre 941mila. Oramai sono questioni quotidiane, non c’è giorno che tante notizie ci vengono nascoste mentre al contrario vengono messe in evidenza, e nella gran cassa mediatica, solo quelle che tornano comode per fini politici, mi riferisco all’immigrazione clandestina che viene citata solo quando dobbiamo impietosirci per accogliere degli extracomunitari anche in piena pandemia o magari si fa una cerimonia per l’arrivo di…. qualche vaccino, roba da regime nord coreano. Oggi non c’è più liberta di pensiero e scrittura, tutta l’informazione viene filtrata secondo criteri e censurata secondo il volere della commissione europea e dei vari governi proni alla dittatura europea. L’esempio più lampante lo ritroviamo nel  nauseante risvolto della Corte Costituzionale tedesca che ha bloccato per tre mesi la decisone di ratificare il “famoso Recovery Fund” approvato dal parlamento germanico. Che significa ? Molto semplicemente che  la Germania si vede bloccato il progetto Recovery Fund dalla sua Corte Costituzionale, tanto decantato dai governi nazionali come la conquista del paradiso e la panacea di tutti i problemi e una vittoria dell’Unione Europea, vuol dire che i soldi, 750 miliardi di euro promessi a tutti i paesi dell’unione non arriveranno sino a quando non ci sarà la sentenza, dopo di allora il presidente della repubblica potrà firmare e ratificare e tutto questo non prima di tre mesi, ciò significa che a luglio 2021 difficilmente vedremo i primi soldi. Eh… sì, invece ” niente più soldi” per nessuno in caso di sentenza negativa, cosa molto probabile, quindi tutte le promesse vanno nella pattumiera e i problemi aumentano a dismisura perché ora bisognerà trovare una via alternativa ed una soluzione al grave problema della ripresa economica. Certo è un dramma vero e proprio che colpisce centinaia di milioni di persone, centinaia milioni di lavoratori dipendenti ed autonomi che nel Recovery Fund vedono una speranza… che nella realtà attuale si sta dimostrando un miraggio. Quindi una notizia del genere e di tale gravità assoluta viene ridotta al silenzio mediatico e politico, i quotidiani riportano la notizia ma non se ne parla… nessuno ne parla e nessuna trasmissione televisiva, i famosi talk show giusto per capirci, intendono parlarne e la differenza tra la carta stampata e la TV è abissale nel 2021. Tutti omettono di raccontarci la verità perché nei fatti siamo nei “casini di proporzioni inimmaginabili” ma per opportunità politica si tace. Certo… se la verità venisse a galla e la notizia si diffondesse come un uragano le conseguenze sarebbero catastrofiche per l’Unione Europea o addirittura ne sancirebbe la fine. In sintesi cari cittadini europei tutti siamo ad un bivio di scelte obbligate e in questo momento invidio proprio la Gran Bretagna che è padrona del suo futuro e che non avevano affidata la propria ripresa sul maledetto “Recovery Fund”. Il governo Conte, il PD e il M5S che tanto si ergevano a privilegiati e ci promettevano “mari e monti e fine della crisi” entro il luglio 2021, si sta dimostrando un probabilità remota stante l’imprevisto tedesco… tra l’altro, c’è da aggiungere  che è anche necessario ottenere il via libera dai parlamenti di ogni singolo stato dell’unione ed ora, dopo la battuta d’arresto della Germania sicuramente qualcuno seguirà le sue orme. Immagino che l’Olanda sarà uno di quei stati, lo penso e sospetto in quanto tempo addietro si è schierata palesemente contro l’erogazione dei fondi, e se questa ipotesi dovesse prender corpo allora… tanti saluti al Recovery Fund e addio ai sogni di gloria e prosperità. Mi chiedo sempre se aver costruito questa Unione Europea sia stato un affare per noi italiani, perché mi convinco sempre più che questa organizzazione sarà la nostra rovina.

La sospensione tedesca della ratifica del Recovery Fund è un brutto segnale per Bruxelles (e per l’Italia)

Fino alla sentenza, la ratifica tedesca del Recovery Fund resterà in sospeso, con la conseguenza di accendere un dibattito politico in Germania sull’unione fiscale e la costruzione di un bilancio comune

La Corte costituzionale tedesca di Karlsruhe ha sospeso in via momentanea la ratifica del Recovery Fund, chiedendo al Presidente della Repubblica di non firmare la legge approvata nei due rami del parlamento (Bundestag e Bundesrat). Il presidente Frank-Walter Steinmeier dovrà attendere la pronuncia degli alti togati. Alla base della disputa il procedimento presentato dall’economista anti-euro, Bernd Lucke, fondatore ed ex-membro del partito di estrema destra AfD. Sul piano giuridico il ricorso contesta l’indebitamento comune previsto nell’ambito del Next Generation EU, giudicandolo inammissibile in quanto rappresenta un rischio che il Recovery Fund diventi il primo passo verso l’istituzione di uno strumento permanente per l’emissione di debito comune dell’Unione europea.L’indebitamento comune significa che se alcuni Stati membri dovessero risultare insolventi scaricherebbero la perdita (anche) sul bilancio della Germania, e quindi sui contribuenti tedeschi. La Corte di Karlsruhe dovrà pronunciarsi su questo. Una preoccupazione ampiamente condivisa nella politica tedesca, anche nella CDU/CSU e dalla stessa Angela Merkel. Durante il discorso al parlamento è stata proprio la Cancelleria a riaffermare che il Ngeu deve rimanere uno strumento “una tantum”. Fino alla sentenza, la ratifica tedesca del Recovery Fund resterà in sospeso, con la conseguenza di accendere un dibattito politico in Germania e obbligare i partiti a prendere posizione in vista delle elezioni politiche di fine settembre.

Cosa significa per l‘Unione europea

A Bruxelles dovrebbero preoccuparsi. Se le cose vanno bene, la Corte di Karlsruhe darà un parere positivo e tutta questa storia finirà con un ritardo, più o meno significativo. Ma se le cose vanno male, il Recovery Fund sarebbe stroncato sul nascere, segnando la fine del più grande progetto dell’Ue, quello su cui tanti Stati membri – in primis l’Italia – ripongono tutte le speranze di rilancio dopo la crisi pandemica. Anche se è improbabile, lo scenario peggiore resta comunque nel campo del possibile.

Cosa potrebbe sentenziare la Corte

Sono possibili tre risultati. Il tribunale respinge l’ingiunzione, e chiude a ogni ipotesi di successivi procedimenti. Il secondo è che il tribunale respinge l’ingiunzione, ma accetta il caso, e qui bisognerà vedere con quali precisazioni. Infine, c’è lo scenario peggiore in cui i giudici accolgono l’ingiunzione e aprono il caso. A quel punto la Germania non potrebbe ratificare il Ngeu per anni, e il Recovery Fund resterebbe in sospeso fino a quando Berlino non avrà trovato un modo per conformarsi alla sentenza.

Lo scenario più realistico è che il tribunale respinga l’ingiunzione, ma stabilendo che il Ngeu resti un’eccezione e che Berlino sia tenuta a porre il veto a qualsiasi tentativo di perpetuare lo strumento o istituirne un altro basato sullo stesso metodo (indebitamento comune). Detta più semplicemente, la Corte di Karlsruhe giudica incostituzionale la partecipazione della Germania a ogni ipotesi di bilancio comunitario emesso con titoli europei (eurobond). A quel punto, per modificare la decisione servirebbe cambiare la Costituzione, che richiede un’impossibile maggioranza parlamentare di due terzi.

Cosa significa per l’Italia

Gli eurobond sono tra i più alti obiettivi del federalismo europeo, e in particolare dell’Italia e di Mario Draghi. Durante la conferenza stampa di venerdì, il premier ha parlato del ruolo internazionale dell’euro, di quanta strada sia ancora necessaria prima di arrivare a un bilancio comune basato sull’emissione di eurobond. Draghi ha detto che un bilancio federale europeo è l’unico strumento che darebbe all’euro un ruolo internazionale paragonabile a quello del dollaro, e che nonostante l’opposizione di vari Paesi che la pensano in maniera diversa (Germania e i Paesi nordici), occorre un impegno politico verso l’obiettivo dell’unione fiscale.

Draghi rispondeva a Christian Wermke, il corrispondente dell’Handelsblatt, giornale di riferimento degli industriali tedeschi, che aveva chiesto quanto sarà lunga la strada per arrivare a un’unione fiscale, e come l’Italia crede di allontanare le paure degli altri paesi. Nel suo articolo, il corrispondente tedesco in Italia ha commentato la posizione di Draghi scrivendo che la proposta del premier italiano arriva in un momento inopportuno. Secondo Wermke, Draghi non dovrebbe ripetere richieste irrealistiche come gli eurobond e il bilancio federale, ma concentrarsi «sulle riforme da fare nel suo Paese», giudicate molto più urgenti e necessarie degli eurobond.

«Con l’aiuto dei miliardi di Bruxelles, Draghi deve riuscire a digitalizzare e snellire l’amministrazione pubblica, rendere veloce ed efficiente la magistratura, e il paese più sostenibile e moderno. Questo è l’unico modo per attirare nuovi investitori; questo è l’unico modo per rendere più competitivo il sud del paese, e soprattutto: questo è l’unico modo per ridurre l’enorme montagna di debito italiano».

L’investimento politico sul Recovery Fund non è lo stesso in tutta l’Unione

Se in Italia, Spagna e Francia il Recovery Fund viene visto come il primo passo verso la costruzione di un bilancio comune, a nord-est del Reno la stessa prospettiva è guardata con diffidenza e ostilità, il Ngeu è giudicato un’eccezione da archiviare il prima possibile. Da questo punto di vista, fa bene Draghi a essere chiaro: gli eurobond non arriveranno per caso, se l’obiettivo è fare dell’Ue un’unione fiscale dotata di un bilancio federale, bisogna dirlo apertamente e costruire il consenso per cambiare le costituzioni nazionali e i trattati comunitari. Il problema per l’Italia semmai è capire chi si farà carico dell’eredità politica di Draghi dopo il 2023.

What does it mean ? Quite simply that Germany sees the Recovery Fund project blocked by its Constitutional Court, much praised by national governments as the conquest of paradise and the panacea for all problems and a victory of the European Union, means that the money, 750 billion of euros promised to all the countries of the union will not arrive until there is the sentence, after then the president of the republic will be able to sign and ratify and all this not earlier than three months, this means that in July 2021 we will hardly see the first money. So news of this kind and of such absolute gravity is reduced to media and political silence, the newspapers report the news but they do not talk about it … nobody talks about it and no television broadcast, the famous talk shows just to understand us, they intend to talk about it and the difference between print media and TV is abysmal in 2021. Everyone fails to tell us the truth because in fact we are in “messes of unimaginable proportions” but for political expediency we are silent. Of course … if the truth were to come out and the news spread like a hurricane, the consequences would be catastrophic for the European Union or even sanction its end. In summary, dear European citizens, we are all at a crossroads of forced choices and at this moment I envy the very Great Britain which is the owner of its future and which had not entrusted its recovery to the cursed “Recovery Fund”. The Conte government, the PD and the M5S, who so much stood up as privileged and promised us “seas and mountains and the end of the crisis” by July 2021, is proving to be a remote probability given the unexpected German … among other things , it must be added that it is also necessary to obtain the green light from the parliaments of every single state of the union and now, after the setback of Germany, surely someone will follow in his footsteps. I imagine that Holland will be one of those states, I think so and I suspect as long ago it clearly took sides against the disbursement of funds, and if this hypothesis were to take shape then … many greetings to the Recovery Fund and goodbye to dreams of glory and prosperity. The German suspension of the ratification of the Recovery Fund is a bad signal for Brussels (and for Italy)

Until the ruling, the German ratification of the Recovery Fund will remain pending, with the consequence of igniting a political debate in Germany on fiscal union and the construction of a common budget

The German Constitutional Court of Karlsruhe temporarily suspended the ratification of the Recovery Fund, asking the President of the Republic not to sign the law approved in the two branches of parliament (Bundestag and Bundesrat). President Frank-Walter Steinmeier will have to await the pronouncement of the tall robes. At the root of the dispute is the proceeding presented by the anti-euro economist, Bernd Lucke, founder and former member of the far-right AfD party. On a legal level, the appeal disputes the common debt envisaged under the Next Generation EU, judging it inadmissible as it represents a risk that the Recovery Fund becomes the first step towards the establishment of a permanent instrument for the issuance of common debt of the European Union Common indebtedness means that if some Member States were to default they would pass the loss (also) onto the German budget, and therefore onto the German taxpayers. The Karlsruhe Court will have to rule on this. A concern widely shared in German politics, also in the CDU / CSU and by Angela Merkel herself. Until the ruling, the German ratification of the Recovery Fund will remain pending, with the consequence of igniting a political debate in Germany and forcing the parties to take a stand in view of the parliamentary elections at the end of September.

What it means for the European Union

In Brussels they should worry. If things go well, the Karlsruhe Court will give a positive opinion and this whole story will end with a more or less significant delay. But if things go wrong, the Recovery Fund would be nipped in the bud, marking the end of the largest EU project, the one on which so many member states – primarily Italy – are placing all hopes of relaunching after the pandemic crisis. Even if it is unlikely, the worst case scenario still remains in the range of the possible.

What the Court could rule

Three outcomes are possible. The court rejects the injunction, and closes any hypothesis of subsequent proceedings. The second is that the court rejects the injunction, but accepts the case, and here we will have to see with what details. Finally, there is the worst case scenario in which the judges accept the injunction and open the case. At that point, Germany could not ratify the NGEU for years, and the Recovery Fund would remain on hold until Berlin finds a way to comply with the ruling.

The most realistic scenario is that the court dismisses the injunction, but stipulates that the NGEU remains an exception and that Berlin is obliged to veto any attempt to perpetuate the instrument or establish another one based on the same method (common debt). . Put simply, the Karlsruhe Court considers that Germany’s participation in any hypothesis of a Community budget issued with European bonds (Eurobonds) is unconstitutional. At that point, to change the decision it would be necessary to change the Constitution, which requires an impossible parliamentary majority of two thirds.

What it means for Italy

Eurobonds are among the highest objectives of European federalism, and in particular of Italy and Mario Draghi. During the press conference on Friday, the premier talked about the international role of the euro, how far is still needed before reaching a common budget based on the issuance of Eurobonds. Draghi said that a European federal budget is the only instrument that would give the euro an international role comparable to that of the dollar, and that despite the opposition of various countries that think differently (Germany and the Nordic countries), it is necessary a political commitment to the goal of fiscal union.

Draghi replied to Christian Wermke, the correspondent for Handelsblatt, the leading newspaper of German industrialists, who had asked how long the road will be to reach a fiscal union, and how Italy believes it will ward off the fears of other countries. In his article, the German correspondent in Italy commented on Draghi’s position by writing that the Italian premier’s proposal comes at an inopportune moment. According to Wermke, Draghi shouldn’t repeat unrealistic demands like Eurobonds and the federal budget, but he concen discussing “the reforms to be carried out in his country”, which they consider much more urgent and necessary than Eurobonds.

Political investment in the Recovery Fund is not the same across the Union

If in Italy, Spain and France the Recovery Fund is seen as the first step towards the construction of a common budget, in the north-east of the Rhine the same perspective is viewed with mistrust and hostility, the Ngeu is considered an exception to be filed as soon as possible. From this point of view, Draghi is right to be clear: Eurobonds will not come by chance, if the goal is to make the EU a fiscal union with a federal budget, we need to say it openly and build consensus to change the constitutions. national and community treaties. If anything, the problem for Italy is figuring out who will take charge of Draghi’s political legacy after 2023.
