TANTE BELLE PAROLE… MA CHI PAGA?

Voi non immaginate neanche “quanto mi commuovo nell’ascoltare le belle parole di solidarietà e amore” nei confronti dell’Ucraina devastata dalla guerra in corso. Le parole del nostro eccezionale Presidente del Consiglio Draghi scolpiscono il granito e scavano un solco nella roccia perché restino indelebili nella storia delle dichiarazioni che faranno epoca. Già, sto usando come metro di paragone sia il duro granito che la roccia  perché più che esternazioni sensate e intelligenti e dovute ho l’impressione che il Presidente Draghi non si renda conto della situazione nel quale versa il paese da lui governato e nel drammatico calo del PIL (fatturato del prodotto interno lordo),che ha colpito non solo l’Italia ma soprattutto l’Unione europea tutta che nelle stime 2022 taglia la crescita dell’eurozona dal 3% al 4% e lo fa oggi che siamo alla prima decade di maggio e che molto probabilmente tenderà a crescere in appresso perché le notizie da incubo si susseguono alla velocità della luce. L’ultima notizia horror in tema alimentare è proprio di oggi, infatti l’India ha sospeso l’export dei suoi cerali perché la crisi della produzione di grano ha colpito anche lei e pertanto le sue preziose risorse, che prima erano a disposizione per sfamare i popoli del mondo, ora non sono più disponibili quindi, cari amici, aspettatevi aumenti spaventosi e preparatevi a pagare il pane esattamente come scrivevo un mesetto fa tra i 10 e 15 euro al kg. ammesso che lo si trovi… Un’improvvisa crisi molto ma molto sospetta… quella denunciata dall’India ed è alquanto singolare che capiti proprio ora durante la crisi europea di reperibilità dei cerali a causa della guerra, no… non la mando giù questa  “strana crisi” anzi, credo, e ne sono convinto, che questa sia una mossa strategica del Premier indiano Narendra Modi che va ad inserirsi nella scacchiera del conflitto, occidente unito contro la Russia, come una sorta di  “scacco all’occidente e agli USA”, abile stratagemma ingegnato dal premier indiano come gesto di stima nei confronti di Putin e un ingresso a gamba tesa nel conflitto contro i Britannici e gli americani. Nei fatti oggi anche se i cannoni indiani tacciano lei è entrata palesemente nella prima guerra mondiale economica perché una crisi epocale alimentare produrranno rivoluzioni e guerre fratricida nei Paesi africani ed arabi che vivono già di stenti e di guerre locali. Le conseguenze di un inflazione galoppante, oggi in Europa è già al 6% e l’evidente calo del PIL in termini pratici significherebbe che questa ‘anno perderemo tra i 500 e 650 miliardi di euro di produzione di beni alimentari e durevoli… considerando che il PIL europeo dello scorso anno è stato di € 16.482 miliardi di euro immaginate i danni che si avrebbero. Attenzione perché sto ragionando su stime di oggi rese note dalla Commissione europea… ma con la carestia alimentare alla finestra e la scarsità di fossili e la guerra che si potrebbe prolungare per mesi si può facilmente ipotizzare che la produzione di fatto potrebbe calare e le stime delle percentuali salire ed arrivare a due cifre e se così fosse… noi europei pagheremmo amaramente le conseguenze della nostra scellerata politica ed ideologica per aver dato soldi armi e sostegno, palesemente e pubblicamente, all’Ucraina senza calcolare gli eventuali scenari di inflazione e esponenziale e crisi economica devastanti per noi europei ed italiani  in particolari che dovremo far i conti da qui ai prossimi due anni con le fatture energetiche impossibili da pagare e scenari futuri apocalittici… altro che spegnere i condizionatori d’aria e abbassare le temperature di un paio di gradi al prossimo inverno. Sì bisogna dirlo, il Presidente Draghi ha commesso e continua a commettere errori banali che mi sorprendono non poco visto che è un maestro della finanza bancaria e non dimentichiamoci che lui è quello sino ad un paio di anni fa era il Presidente della BCE. Ed è proprio lui che incredibilmente evoca una riedizione del piano Marshall per l’Ucraina a fine guerra… già, per il momento non c’è la benché minima idea di quanto durerà la guerra e come finirà e se i russi verranno sconfitti o se riusciranno ad occupare tutta l’Ucraina ed annetterla alla Federazione russa. Ma andiamo per ipotesi e immaginiamoci la ricostruzione dell’ucraina con l’applicazione del famoso piano Marshall, e di grazia Presidente Draghi ci spieghi chi deve pagare per la ricostruzione dell’Ucraina? Noi italiani che abbiamo ancora i terremotati nelle baracche? I disoccupati che in Italia ed in Europa crescono come le spighe di grano in primavera? O forse i pensionati italiani che come al solito ogni volta che c’è da attingere denaro li spremete come limoni? Oppure ci farete pagare il carburante per le auto e il gasolio per i trasporti con aumenti scaglionati ed intelligenti preceduti dall’offensiva mediatica prona a convincerci che gli aumenti sono necessari per la ricostruzione dell’Ucraina perché loro hanno combattuto per la nostra libertà… non tenendo conto che ben 11.000 aziende di trasporti italiane hanno chiuso nel 2021? E quindi, il XXV aprile poi potremmo anche eliminarlo e istituire la nuova data che sarà quella della fine della guerra. Se invece la guerra la vince la Russia allora i problemi sono i loro e noi ci metteremo a fare i guardoni ai loro confini. “L’Ucraina ha bisogno di un piano Marshall per la ricostruzione”. Così il premier Mario Draghi in un passaggio del suo intervento all’Atlantic Council dove è stato insignito del Distinguished Leadership.

“L’invasione russa dell’Ucraina ha causato quello che chiamiamo un cambio di paradigma nella geopolitica. Ha rafforzato i legami tra l’Ue e gli Stati Uniti, ha isolato Mosca, ha sollevato profonde domande per la Cina. Questi cambiamenti sono ancora in corso, ma una cosa è certa: sono destinati a rimanere con noi per molto, molto tempo”, ha detto ancora il premier.

“Dobbiamo continuare a sostenere il coraggio degli ucraini, che combattono per la loro libertà e per la sicurezza di tutti noi. Dobbiamo continuare a infliggere costi alla Russia, muovendoci rapidamente con il nostro ultimo pacchetto di sanzioni. Ma dobbiamo anche fare tutto il possibile per raggiungere un cessate il fuoco e una pace duratura”, ha affermato il premier.

“Spetterà agli ucraini decidere i termini di questa pace e a nessun altro – ha ribadito -. Nel frattempo, dobbiamo prepararci per il mondo in cui vivremo domani. Dobbiamo essere pronti a continuare a stare con l’Ucraina molto tempo dopo la fine della guerra. La distruzione delle sue città, dei suoi impianti industriali, dei suoi campi richiederà un enorme sostegno finanziario. L’Ucraina avrà bisogno del proprio Piano Marshall, proprio come quello che ha contribuito alle relazioni speciali tra Europa e Stati Uniti. E dovremo garantire che le sue istituzioni democratiche rimangano forti, stabili, vivaci. L’Ucraina è nostra amica. L’Ucraina rimarrà nostra amica”.

La guerra in Ucraina “minaccia la nostra prosperità e la nostra sicurezza energetica. Ma come ha fatto tante volte nella sua grandiosa storia, l’Italia ha ripreso slancio e siamo pronti a fare la nostra parte con gli europei e con gli alleati transatlantici per andare oltre questo momento tragico e ripristinare la pace”, ha detto in un altro passaggio del suo intervento all’Atlantic Council dove è stato insignito del Distinguished Leadership.

“Le scelte che l’Ue deve affrontare sono brutalmente semplici. Possiamo essere padroni del nostro destino o schiavi delle decisioni degli altri”, ha quindi affermato. E ha snocciolato le sfide che il Vecchio Continente ha davanti a sé: “Dovremo razionalizzare la nostra spesa per la difesa, evitando inefficienze e duplicazioni; accelerare la transizione energetica; rilanciare la ripresa economica; affrontare le disuguaglianze di vecchia data e nuove. Queste trasformazioni radicali richiedono un cambiamento nelle nostre istituzioni e possono richiedere cambiamenti nei nostri Trattati fondatori. Dobbiamo ricordare l’urgenza del momento, l’entità della sfida. Questa è l’ora dell’Europa e dobbiamo coglierla. Ciò che mi rende ottimista è che sappiamo di non essere soli. In un momento di profondo cambiamento, alcune cose rimangono le stesse. Lo stretto rapporto tra l’Ue e gli Stati Uniti. Quel legame senza tempo che ci rafforza entrambi”.

Vous n’imaginez même pas « combien je suis ému d’entendre les belles paroles de solidarité et d’amour » envers l’Ukraine dévastée par la guerre en cours. Les paroles de notre exceptionnel Premier ministre Draghi taillent le granit et creusent un sillon dans la roche pour qu’elles restent indélébiles dans l’histoire des déclarations qui feront l’histoire. Oui, j’utilise à la fois le granit dur et la roche comme étalon car plus que des propos sensés et intelligents et dus, j’ai l’impression que le président Draghi ne se rend pas compte de la situation dans laquelle se trouve le pays qu’il gouverne et de la chute dramatique du PIB (chiffre d’affaires du produit intérieur brut), qui a touché non seulement l’Italie mais surtout l’Union européenne qui, dans les estimations de 2022, réduit la croissance de la zone euro de 3% à 4% et le fait aujourd’hui que nous sommes dans la première décennie de mai et qui aura très probablement tendance à grossir par la suite car les nouvelles cauchemardesques se succèdent à la vitesse de la lumière. La dernière nouvelle d’horreur sur l’alimentation vient d’aujourd’hui, en effet l’Inde a suspendu l’exportation de ses céréales car la crise de la production de blé l’a également touchée et donc ses précieuses ressources, qui étaient auparavant disponibles pour nourrir les peuples du monde ne sont désormais plus plus disponible donc chers amis, attendez-vous à des augmentations effroyables et préparez-vous à payer le pain exactement comme je l’écrivais il y a un mois entre 10 et 15 euros le kg. En fait, aujourd’hui même si les canons indiens se taisent, elle est clairement entrée dans la Première Guerre économique mondiale car une crise alimentaire d’époque va produire des révolutions et des guerres fratricides dans les pays africains et arabes qui vivent déjà dans la misère et les guerres locales. Les conséquences d’une inflation galopante, aujourd’hui en Europe elle est déjà à 6% et la baisse évidente du PIB concrètement signifierait que cette année nous perdrons entre 500 et 650 milliards d’euros dans la production de denrées alimentaires et de biens durables… si l’on considère que le PIB européen de l’année dernière était de 16,482 milliards d’euros, imaginez les dégâts qui en résulteraient. Attention car je pense aux estimations d’aujourd’hui faites connaître par la Commission européenne… mais avec la famine alimentaire à la fenêtre et la rareté des fossiles et la guerre qui pourrait se prolonger des mois, on peut facilement supposer que la production pourrait effectivement diminuer et les estimations en pourcentage augmentent et atteignent des chiffres à deux chiffres et si c’est le cas … nous, Européens, paierions amèrement les conséquences de notre politique et de notre idéologie néfastes pour avoir donné de l’argent, des armes et un soutien, ouvertement et publiquement, à l’Ukraine sans calculer aucun scénario d’inflation et exponentielle et crise économique dévastatrice pour nous Européens et Italiens en particulier que nous devrons faire face d’ici les deux prochaines années à des factures d’énergie impossibles à payer et à de futurs scénarios apocalyptiques … autre que d’éteindre les climatiseurs et de baisser les températures un quelques degrés jusqu’à l’hiver prochain. Oui, il faut le dire, le président Draghi a commis et continue de commettre des erreurs insignifiantes qui ne me surprennent pas du tout puisqu’il est un maître de la finance bancaire et n’oublions pas que c’est lui jusqu’à il y a quelques années, il était président de la BCE. Et c’est lui qui évoque incroyablement une réédition du Plan Marshall pour l’Ukraine à la fin de la guerre… oui, pour l’instant on n’a pas la moindre idée de combien de temps durera la guerre et comment elle va durer fin et si les Russes seront vaincus ou s’ils réussissent à occuper toute l’Ukraine et à l’annexer à la Fédération de Russie. Mais partons par hypothèse et imaginons la reconstruction de l’Ukraine avec l’application du fameux Plan Marshall, et s’il vous plaît, Président Draghi, expliquez-nous qui doit payer la reconstruction de l’Ukraine ? Ou peut-être les retraités italiens qui, comme d’habitude, chaque fois qu’il y a de l’argent à presser comme des citrons ? Ou vous nous ferez payer le carburant pour les voitures et le diesel pour les transports avec des augmentations échelonnées et intelligentes précédées de l’offensive médiatique encline à nous convaincre que les augmentations sont nécessaires à la reconstruction de l’Ukraine pourquoi se sont-ils battus pour notre liberté … sans tenir compte du fait que 11 000 entreprises de transport italiennes ont fermé en 2021 ? Et donc, le 25 avril, on pourrait aussi l’éliminer et établir la nouvelle date qui sera celle de la fin de la guerre. « L’invasion russe de l’Ukraine a provoqué ce que nous appelons un changement de paradigme en géopolitique. Elle a renforcé les liens entre l’UE et les États-Unis, isolé Moscou, soulevé de profondes interrogations pour la Chine. ils sont destinés à rester avec nous pendant très, très longtemps », a déclaré le premier ministre.

“Nous devons continuer à soutenir le courage des Ukrainiens, qui se battent pour leur liberté et pour notre sécurité à tous. Nous devons continuer à imposer des coûts à la Russie en agissant rapidement avec notre dernier train de sanctions. Mais nous devons aussi tout faire possible de le faire. parvenir à un cessez-le-feu et à une paix durable », a déclaré le premier ministre.

“Ce sera aux Ukrainiens de décider des termes de cette paix et à personne d’autre – a-t-il répété -. En attendant, nous devons nous préparer au monde dans lequel nous vivrons demain. Nous devons être prêts à continuer à être avec L’Ukraine bien après la fin de la guerre. La destruction de ses villes, de ses installations industrielles, de ses champs nécessitera un énorme soutien financier. L’Ukraine aura besoin de son propre plan Marshall, tout comme celui qui a contribué aux relations privilégiées entre l’Europe et les États-Unis. “. Ses institutions démocratiques restent fortes, stables, vivantes. L’Ukraine est notre amie. L’Ukraine restera notre amie.”

Nous devons nous souvenir de l’urgence du moment, de l’ampleur du défi. C’est l’heure de l’Europe et nous devons l’accepter. Ce qui me rend optimiste, c’est que nous savons que nous ne sommes pas seuls. À une époque de profonds changements, certaines choses restent les mêmes.
